The study is the first volume to be published from a joint colloquium sponsored by the Filene Research Institute and the University of Virginia in the fall of 1999. Presenters for this study were Bill Hampel, Chief Economist for CUNA & Affiliates, and Professor Michelle White, University of Michigan.

The purpose of the sessions was to bring out the results of important research on bankruptcy that has not previously been presented to credit union practitioners, and to develop their implications. The perceptions expressed at the colloquium provide continuing background for the study of bankruptcy issues, transcending the passage or failure of specific legislation directed at the problem by the U.S. Congress.
