    From time to time, the Filene Research Institute is asked to explore credit union public policy issues. We enlisted an authority on public policy, Filene Fellow William Jackson, professor of finance and management at University of Alabama, to assess The Economic Welfare Implications of the Regulation Restricting Non-Multiple- Bond Federal Credit Unions from Entering Underserved Markets.

    Jackson’s report exposes a particularly contentious regulation that limits the addition of financially underserved areas to credit unions with multiple common-bond charters.

    It is a diservice not to allow Mulitple Bond FOM to help the in underserved areas. Several CU’s would have the knowledge and capability to do so, especially in light of the bank problems. This FOM would fill that gap.

    As it pertains to the link to the CUMAA Appendix 2, does this take precedence over the Federal Credit Union Act 2007 or the NCUA Charter Manual for FOM 2003?
